Utrecht University Leads the Charge on Mandatory AI Literacy

At Utrecht University’s Data School Symposium, a crucial message emerged for public administrators, legal professionals, and supervisory authorities: AI literacy is no longer optional—it’s becoming legally mandatory. With the AI Act requiring organisations to have sufficient AI knowledge in-house, institutions across Europe are scrambling to prepare their teams.

The symposium explored how technology fundamentally transforms relationships between governments and citizens. More importantly, it underscored why digital literacy for senior management has evolved from a nice-to-have to an essential competency.

Balancing Protection with Innovation

The key challenge municipalities face is protecting residents while embracing technological opportunities. As discussed at the symposium, technologies like AI influence us more than we realise, affecting everything from how municipalities engage with residents through platforms like TikTok and X, to how public services are delivered through automated systems.

When questioned about potentially freezing AI legislation, the response was unequivocal: laws protect people. This isn’t theoretical—it’s about real citizens seeking help at municipal counters. Rather than halting progress, organisations must increase their knowledge and autonomy while maintaining necessary protective frameworks.

The Vision: Ethical AI in Public Administration

Looking forward, the challenge lies in creating a digital future that preserves ethical values like compassion and empathy. This means embedding human values into algorithms and automated systems that increasingly shape public services. The symposium revealed several practical approaches:

  • Reducing Big Tech dependence: While some Danish municipalities moved away from Microsoft entirely, Dutch organisations seek balance through European cloud solutions
  • Collaborative frameworks: Working through municipal associations and national government partnerships
  • Mandatory e-learning: Topics like GDPR compliance becoming required training for leadership
  • Values-based implementation: Ensuring AI systems reflect core public service values of protection and service

AI Act Training Programme

To address these challenges, Utrecht University’s Data School has developed a comprehensive course focusing on the legal, technological, and ethical aspects of AI. The programme provides five in-depth sessions covering:

  • Relevant legislation understanding: The AI Act and its practical implications
  • Practical AI and data knowledge: Including tendering, implementation, and management of AI systems
  • AI and data literacy exercises: Understanding technology’s real-world impact

The course builds on Data School’s extensive experience training professionals across the Netherlands, Finland, and Austria through programmes like IAMA training, DEDA workshops, and the Responsible Data Practices course. This autumn, they’re also launching a new executive training programme on AI Governance.

The Rapidly Evolving Landscape

Our CEO Joost Gerritsen, who is both a lawyer and affiliated researcher at Utrecht University, contributed to the morning sessions on responsible AI application. He noted how quickly the landscape changes: “Updating the slides is easier said than done—in three months’ time, things have already changed! The DeepSeek shock seems like ancient history. Agentic AI is all the rage now, and AI Act supervision is already under pressure.”
